Position Information

TheHuman Resources Manager supports Avenues’ efforts to attract, support, andretain talented, dedicated, diverse, fun, mission-driven staff. This positionoversees all human resources activities, with a focus on organizationalculture, communication, and racial equity. The Human Resources Manager providescounsel and support for employees on human resources concerns, and recommendsand implements human resources policies and programs.

Avenues for Youth provides emergency shelter, transitional housing, rapid re-housing, collective housing, and host homes housing for youth and young families experiencing housing instability and homelessness. We strive to do that in a safe and nurturing environment through a social justice lens. Avenues seeks to partner with youth and young families while they define their experiences, life dreams and future. Our work takes into account historical trauma, systems of oppression, and intersectionality while being grounded in the power of resiliency, healing, and community. 

Primary Duties and Responsibilities

Recruitment and Onboarding

  • Design and implement recruitment strategies to attract and retain top and diverse talent.
  • Coordinate with managers on the recruitment process, including job posting, interviewing, offer letters, and conducting background checks.
  • Support managers on the onboarding and orientation process for new hires.
  • Create and update job descriptions and staffing structure.

Employee Relations and Engagement

  • Support staff at all levels by being a sounding board and responding to inquiries regarding internal policies and procedures.
  • Recommend, implement, and refine human resources strategies and initiatives that align with the overall organization strategy and support an equitable, healthy workplace structure and culture.
  • Handle disciplinary and terminations in accordance with company policies and legal requirements.

Compliance, Policies, and Metrics

  • Ensure compliance with federal and state labor laws and regulations, partnering with outside consultants and legal counsel to maintain compliance and enhance internal capacity for supporting all staff.
  • Develop and maintain HR policies and procedures, including updates to the employee handbook and ensuring completion of required trainings for agency licensure.
  • Gather and analyze data to provide decision support through HR metrics.
  • Oversee the maintenance of digital personnel files ensuring accurate and up to date records.

Performance Management and Staff Development

  • Coordinate the performance management and feedback process, including annual performance reviews and staff development plans.
  • Strengthen management practices by providing resources, training, and support to managers and directors.
  • Provide support and guidance to managers and employees regarding performance issues and improvement plans.

Compensation and Benefits

  • Oversee the administration of compensation program, including external and internal salary equity reviews.
  • Prepare and process bi-weekly/monthly payroll for all employees, ensure accurate calculation of wages, deductions, and benefits. Verify timekeeping records and resolve discrepancies.
  • Conduct enrollment and termination of benefits coverage, including COBRA administration.
  • Coordinate the annual Open Enrollment process, partnering with brokers to deliver benefit updates to employees.
  • Conduct exit interviews and initiate post-employment benefit assistance.
  • Lead worker’s compensation investigations and reporting and respond to unemployment inquests.

Minimum Qualifications

  • Bachelor’s degree with minimum 4 years Human Resources experience, preferably with nonprofits.
  • Knowledge of HR laws, regulations, and best practices.
  • Proficiency in HR software (including HRIS, ATS, benefit enrollment portals) and Microsoft Office Suite.
  • Emotional intelligence and cultural humility skills, including the ability to coach, mentor, relate and listen to employees.
  • Demonstrated ability to be an analytic and decisive decision maker with the ability to prioritize and communicate to staff key objectives and tactics necessary to achieve organizational goals.
  •  Excellent writing, verbal, and presentation communication skills.
  • Understanding of power, privilege, and systems of oppression required. Cognizant of, and sensitive to, the needs of youth experiencing homelessness.
  • Experience and desire to work independently in a fast-paced, culturally-diverse workplace
  • Ability to manage multiple tasks, work both independently and cross-functionally, and take in new information quickly.
  • Absolute dedication to maintaining confidentiality of personnel, financial, and legal information and program participant data.

While performing the duties of this job, the employee is regularly required to sit, stand, bend, twist, kneel, and communicate. The employee must regularly lift and/or move up to 40 pounds.

Compensation

$63,500 - $70,500 per year, depending on qualifications. 

Avenues approaches staff well-being from a holistic perspective which includes our compensation and benefits program, employee assistance resources, and staff appreciation.

Avenues pays 85% of health insurance costs for employees, as well as paying 100% of dental, life, AD&D, short term and long-term disability for employees. Dependent coverage is available through cost-sharing for premiums. Vision insurance is available with premiums paid by employees.

Along with a generous paid-time-off policy, we recognize 9 holidays including a floating holiday for staff to use. In addition to providing an Employee Assistance Program (EAP), we demonstrate appreciation for our staff through annual celebrations, year-end bonuses, and team-building activities.
